Instead of relying on manual registers, you can now check details and download important documents like Form 9 and Form 11 in e-Swathu portal.

What is e-Swathu 2.0?

e-Swathu 2.0, introduced as an upgraded version of the e-Swathu, brings enhanced digital verification features, including Aadhaar-linked workflows and improved application tracking. Government updates indicate that the system now supports large-scale digitisation of rural property records across Karnataka, particularly within Gram Panchayat jurisdictions.

 

The e-Swathu portal maintains and digitises ownership and physical details of properties within the jurisdiction of Karnataka’s Gram Panchayats. It records changes in ownership arising from sale, inheritance, gift or court orders. The system enables property data to be shared with relevant stakeholders such as banks, courts, and government departments, reducing the need for property owners to carry physical documents across offices.

 

 

Who Needs e-Swathu?

e-Swathu is relevant to properties that fall under the jurisdiction of a Gram Panchayat, that is, in a rural or semi-urban area outside the limits of urban local bodies like BBMP.

e-Swathu vs Bhoomi: Which Portal Do Property Owners Need?

These are two different portals serving different purposes. e-Swathu covers non-agricultural properties within Gram Panchayat boundaries, such as residential plots, houses, and buildings. Bhoomi RTC covers agricultural land records (RTC — Record of Rights, Tenancy & Crops). If you own a residential plot in a village, you need e-Swathu. If you own farmland, you need Bhoomi. 

 

If your property falls under BBMP or any other urban municipal body, e-Swathu does not apply. You will need to use the respective urban portal for your area.

 

 

What are Form 9, Form 11, and Form 3 on the e-Swathu Portal?

1. Form 9 (A-Khata)

Form 9 is a document issued by the Gram Panchayat for non-agricultural properties within its jurisdiction, in accordance with the Karnataka Panchayat Raj (Grama Panchayat Budgeting and Accounting) Rules, 2006, as amended in 2013 under Rule 28.  It certifies that a property is legally registered with the Gram Panchayat, and contains survey details, ownership status, property classification, and assessment information. Form 9 is required for property sale, mortgage, transfer of ownership, and bank loan applications.

 

For a property to be eligible for Form 9, it must:

  • Be legally converted to non-agricultural use under the Karnataka Land Revenue Act, 1964
  • Have plan approvals from the Town and Country Planning Department
  • Be verified by the Tahsildar with a confirmed location sketch

 

 

2. Form 11

Form 11 is a document issued by the Gram Panchayat for non-agricultural properties within its jurisdiction, in accordance with the Karnataka Panchayat Raj (Grama Panchayat Budgeting and Accounting) Rules, 2006, as amended in 2013 under Rule 30. It is derived from the Form 11 Register, also known as the Register of Demand, Collection, and Balance (DCB) for land and buildings. 

 

Important distinction: 
Form 11 is not a property tax receipt. A tax receipt only confirms that taxes have been paid. Form 11 shows the actual ownership details and mutation history of the property.

 

 

3. Form 3

Form 3 is required for obtaining approvals for new constructions, modifications, or infrastructure projects within Gram Panchayat limits. If you are building on your plot or carrying out significant modifications, Form 3 is the document you will need. It is not typically required during a straightforward property purchase or sale.

What Documents You Need to Have Ready?

Before you access or apply for documents on the e-Swathu portal, ensure you have the following:

 

1. Proof of Identity

  • Aadhar card
  • PAN card,
  • Voter's ID

 

2. Proof of Ownership

Sale deed, gift deed, or inheritance documents

 

3.Survey Number Details

To identify the land parcel accurately

 

4. Old Khata Records

If previously issued by the Gram Panchayat

 

5. Property Tax Receipts

To confirm tax compliance

 

6. Encumbrance Certificate

To confirm the property is free of legal disputes

 

7. Gramathana Sketch

Required if the property is located within the Gramathana (village settlement boundary), surveyed and certified by the Tahsildar

 

8. Conversion Order

If the property is converted from agricultural to non-agricultural use, you will need the Revenue Department's conversion order and the Urban Development Department's plan approval

 

9. Hakku Pathra and Sanction Order

Required if the property was granted under a government housing scheme

 

 

How to Download Form 9 and Form 11

If your property is already registered on the e-Swathu portal, downloading Form 9 and Form 11 is straightforward.

 

Step 1: Visit the Portal

Go to eswathu.karnataka.gov.in on your browser. The portal works best on Chrome or Microsoft Edge.

 

Step 2: Register or Log in

If you are a first-time user, click on 'Create Account.' Enter your mobile number, verify with an OTP, fill in your email ID and set a password. If you already have an account, log in with your mobile number and password.

 

Step 3: Search for Your Property

Navigate to the 'Search Your Property' section. From the drop-down menus, select your District, Block, Gram Panchayat, and Village. Then enter your Property ID or owner name. Select 'Printed Forms' from the options and enter the captcha before clicking Search.

 

Step 4: View Results

Your search results will display the Document Number, Date of Printing, Property Code, Property ID, Owner Name, and Village. If no results appear, your property records may not yet have been entered or approved.

 

Step 5: Download the Form

Click on the Document Number to open the form. Select 'Generate Form 9' or 'Generate Form 11' as applicable and download the PDF.

Note: 

All forms issued through e-Swathu are digitally signed by the Panchayat Development Officer (PDO) and are legally valid without any ink signature. Each certificate carries a unique certificate number and a 2D barcode containing the PDO's digital signature. 

 

 

What If the Property is Not Yet on e-Swathu?

If the property does not appear in the search results, it has likely not been entered into the system yet. In this case, you will need to initiate the registration process through your Gram Panchayat office.

Step 1: Visit your local Gram Panchayat office with all required documents listed in the previous section

Step 2: The Panchayat representative will verify your documents against local village registers and tax records

Step 3: Once verified, the Panchayat officer logs into the e-Swathu portal and enters your property data

Step 4: The application is forwarded to the Panchayat Development Officer (PDO) for approval

Step 5: The PDO will either approve, return, or reject the application

Step 6: Upon approval, the e-Khata is generated and Form 9 and Form 11 become available for download on the portal

 

 

Timeline

  • First-time issuance of Form 9: Up to 45 days, as guaranteed under the Sakala Service Guarantee Act
  • Subsequent copies of Form 9 and Form 11: Within 3 days of application

 

 

How to Check Application Status on e-Swathu?

Once you have submitted your application through the Gram Panchayat, you can track its progress on the portal.

Step 1: Log in to eswathu.karnataka.gov.in 

Step 2: Navigate to the Application Status section

Step 3: Enter your Property ID and click Submit

Step 4: The portal will display the current stage of your application

Possible stages include: Submitted, Under Verification, Pending with PDO, Approved, or Rejected. If your application is rejected, the rejection reason will be indicated. Correct the issue and resubmit through the Gram Panchayat office.

 

 

How to Avoid the Common Mistakes on e-Swathu Portal?

1. Name Mismatch in Records 

This is one of the most frequent issues. If the name on your e-Swathu record does not match your identity documents, the form may be rejected during registration or loan processing. Visit the Gram Panchayat office with a written request and supporting documents for correction.

 

2. Property ID Not Found 

Double-check that you are searching under the correct District, Block, Gram Panchayat, and Village combination. A small error in any drop-down selection will return no results. If you are certain the property is registered but still cannot find it, contact your Gram Panchayat office directly.

 

3. Assuming e-Swathu Applies to Urban Properties

Properties under BBMP or other urban local bodies are not covered by e-Swathu. Confirm your property's jurisdiction before proceeding.

 

4. Confusing Form 11 With a Tax Receipt 

Some property owners present their old tax receipts thinking they serve the same purpose as Form 11. Form 11 is an ownership and mutation record, whereas a tax receipt only confirms payment. Ensure you have the correct document for the transaction at hand.
